Going to need a new voting system next year to stop people voting for countries instead of songs?

I was thinking of complicated weighting schemes but I've just realised that there's a much simpler solution. Next year add a rule that says: No country can vote for any of its neighbours or itself.
The problem not voting for the neighbours is when that neighbour has indeed the best song. Perhaps a system where the 8, 10 and 12 points cannot be assigned to a neighbour but the lower points can?
